Robert E. Wagner has joined the insurance services practice of Hinshaw & Culbertson. Wagner was previously general counsel of the Illinois Department of Insurance from 2003 to 2012 and served as acting director of the agency from late-2011 to early-2012. Since 1989, he had served as general counsel for the Illinois Comprehensive Health Insurance Plan. Wagner earned his law degree from the University of Kentucky College of Law and his bachelor's degree from Western Illinois University.
