SPRINGFIELD -- It's been almost two years since Congress and the president approved sweeping changes to bankruptcy legislation. The goal was to reduce the number of bankruptcies and abuse of the old law. Not only are more people filing Chapter 13 bankruptcy, but it's a;sp more expensive and taking longer.
And critics say in many cases, it could be avoided. Consumer Credit Counseling Service, hower, counseled 10,700 potential filers last year, but the group was able to find alternatives for less than 1 percent of them.
