Gov. Nixon releases $8.5 million withheld from higher education

JEFFERSON CITY, Mo. -- Gov. Jay Nixon reversed an $8.5 million cut to public colleges and universities because of improving state revenues.  Nixon said Monday that he released the money to be distributed to higher education institutions. 

Nixon also released several hundred thousand dollars that had been withheld from foster care programs, child-care subsidies and the State Historical Society of Missouri.  The governor placed spending restrictions on about $15 million of items in the state's $24 billion operating budget when he signed it last June.
 
After his decisions on Monday, Nixon still has a block on nearly $6 million of spending.  The governor says he's waiting to see if tax revenues continue to improve before making a decision on those other items.
 
Revenues are up 9.5 percent so far this fiscal year, compared to last fiscal year.  For January alone, revenues were up 18.4 percent compared to January 2012.  The state's fiscal year is July 1 to June 30.

Proposed Mo. higher ed formula would need $388 million

JEFFERSON CITY, Mo. -- A legislative committee says Missouri would have to spend an additional $388 million to fully fund a proposed budget formula for public colleges and universities. 

The Joint Committee on Education released an analysis on Monday of the implications of its proposed higher education funding formula.  The committee's proposal also calls for tying 10 percent of each school's funding to how well it does in meeting performance goals.
 
The committee's chairman, Republican Sen. David Pearce of Warrensburg, says Missouri has underfunded higher education and is unlikely to make up the shortfall immediately.
 
A state law gave the joint committee the job of developing a formula for higher education.  The panel is accepting comments and plans to release its final report this month.
