JEFFERSON CITY, Mo. -- The former leader of the Village of Collins in St. Clair County faces a new criminal charge. Allen Kauffman is charged with sexual misconduct involving a child less than 14 years old in a case in Cole County.
Kauffman also faces charges in Newton County, where he’s accused of making online sexual advances to someone he thought was a 13-year-old girl.
In a probable cause filed with the charge in Cole County, a detective says Kauffman, 62, used a Web cam to expose himself during multiple online chats in 2007 with a Jefferson City police officer who was posing as a 13-year-old girl in an internet chat room. All of the dates cited by the detective were before Kauffman was charged in Newton County.
Kauffman resigned his position as chairman of the Collins Board of Trustees when the Newton County case was filed in January. People in villages often refer to the person in that position as "mayor."
