Casino ballot initiative survives legal challenge

JEFFERSON CITY, Mo. -- A ballot proposal that would let people lose more money at casinos in Missouri passed a court test on Thursday. A Cole County judge rejected a claim that the ballot summary for the casino measure is misleading and insufficient.

The initiative, which is targeted for the general election ballot in November, would repeal the state's $500 loss-limit-per-visit for gamblers. It also would cap the number of casinos that could operate in Missouri and slightly increase their taxes. The casinos in Missouri back the measure.

Circuit Judge Pat Joyce says the ballot description prepared by Secretary of State Robin Carnahan is accurate. She says the legal complaints from opponents don't even come close to proving the ballot summary is insufficient or unfair.

Election officials are still determining whether the initiative received enough valid petition signatures to make the ballot.
