Proposal to create Home Health Care Council passes

KANSAS CITY, Mo. -- A proposal that supporters say will improve conditions for home health care workers has passed. Proposition B would create the Missouri Quality Homecare Council. Its duties would include recruiting home health care workers and recommending their wages and economic benefits rates to the Legislature.

The proposal also would allow home health care workers to unionize but would ban them from striking. The Service Employees International Union helped fund the petition initiative.
