Man flees to Canada to avoid child sex porn charges

SPRINGFIELD -- A man from Springfield is in custody in Canada because investigators think he solicited a mother from Barry County to let him make pornography with her 10-year-old daughter three years ago. The Missouri State Highway Patrol says Troy Greenbank fled to Winnipeg after troopers recently raided his home and seized his computer.

The woman whose daughter is involved in this case is already in a state prison after being convicted in Barry County for her role in the scheme. Greenbank didn’t become a suspect until the Highway Patrol investigated at the request of the Barry County prosecuting attorney, who believes Greenbank committed his crimes in Greene County.

Troopers turned their information over to the U.S. attorney’s office. A federal grand jury indicted Greenbank on Oct. 21 for attempting to use a minor to engage in sexually explicit conduct, and for receiving child pornography. The indictment charges the two crimes occurred between Aug. 1, 2005, and Feb. 22, 2006.

Greenbank worked at Missouri State University in the campus security office but skipped town after investigators went to his Springfield home and seized his computer. Troopers say he knew what they would find.

"It's very disturbing,” said Sgt. Dan Bracker, a spokesman for the Highway Patrol’s Troop D.

It started out as an online chat, with a man from Springfield looking for a relationship over the Internet. One of the takers, the highway patrol says, was a mother from Barry County.

"He was seducing and manipulating women online to do what he wanted to do,” said Bracker.

That included up to 11 women, investigators say. Greenbank, 29, crossed the line, they say, when he tried to involve the woman's daughter. Now, the 42-year-old mother is locked up. KY3 News isn’t naming her in order to protect the child.

"It's a very serious issue,” said Bracker.

Court documents show Greenbank wanted to have sex with the mom and her 10-year-old daughter, with a plan to make child pornography.

"Initially she was hesitant but for some reason thought twice about it and considered it okay,” said Bracker.

Fortunately, detectives say, Greenbank's plan for the girl was foiled when she got tied up at school on the day it was supposed to happen.

"On this instance, that we can document, nothing happened to that child,” said Bracker.

The little girl's dad got word of what was planned and called police. That led to the mother’s conviction in Barry County for incest and aiding in the manufacture of child pornography. She's serving an 18-year state prison sentence.

The investigation of Greenbank languished, however, until recently. Then the highway patrol started investigating. Troopers seized Greenbank's computer on Sept. 30. After that, Greenbank headed for Canada.

"We're looking forward to getting him back from Winnipeg,” said Bracker.

Greenbank is no longer employed at Missouri State. Director of Safety Gary Snavely says he was fired after not showing up for work but it wasn't until a lot later that Snavely found out why he wasn't showing up.

Greenbank has an extradition hearing scheduled on Friday in Winnipeg. He’s trying to claim refugee status but the Highway Patrol thinks he will be returned to the United States.

If he’s convicted, Greenbank could get federal prison sentences between 15 and 30 years for one crime and between five and 20 years for the other. He could also be fined up to $250,000 for each crime.
