Arkansas Senate okays limits on teen drivers' cell use

LITTLE ROCK, Ark. -- The Arkansas Senate has approved legislation that would restrict the use of cellular telephones by young drivers, and another proposal that would ban motorists from texting while driving.

The chamber on Wednesday unanimously approved a House bill that would prohibit drivers under 18 from using cell phones while on the road. The proposal also would prohibit Arkansans under 21 but over 18 from using hand-held cell phones while driving.

The measure was amended to mirror a Senate proposal and now goes back to the House.

The Senate also approved, on a 27-2 vote, another House bill that would ban drivers of all ages from text messaging while driving. The proposal is dubbed "Paul's Law" in memory of Paul Davidson, who was killed in a traffic crash in which the other driver was composing a text message. That measure also heads back to the House for consideration of a Senate amendment.
