LITTLE ROCK, AR -- Should buying more than 21 packs of cigarettes out of state be a felony? Some Arkansas legislators think so.
Backers of a bill that was defeated Friday, say measure is an effort to stop people from driving to neighboring states and loading up on lower-priced cigarettes.
