HARRISON, Ark., -- Arkansas authorities arrested a husband and wife Thursday after a complaint of child neglect. Tommie J. Barber Sr., 38, and Anna Barber, 54, each face two charges of endangering the welfare of a minor, a Class D felony.
A report filed by Investigator Mark Arnold said authorities got the complaint of child neglect and, after investigation, believe the Barbers would rarely let their children, ages 8 and 10, outside the residence, keeping them in a small room with the windows boarded shut and doors padlocked from the outside.
According to the report, when the children were allowed outside, the Barbers would sometimes chain them to a tire.
As a result of the allegations, the children have been removed from the home. Both Barbers were arrested and released after posting $10,000 bond each just hours after the arrest.
