Man is charged with murdering woman in Howell County

MOODY, Mo. -- A man from Moody is accused of shooting his girlfriend’s daughter-in-law 10 days ago. Billy Eastep, 41, is charged with first-degree murder and armed criminal action for the death of Becki Dillard, 24, of Moody.

Law officers found Dillard’s body lying next to a vehicle parked along Highway FF near Moody late on Nov. 13. An autopsy showed someone shot her.

The sheriff’s department says two witnesses told detectives last Thursday that they saw a dark-colored Chevrolet/GMC extended cab pickup parked behind a Ford Explorer along Highway FF about 9:30 p.m. on Nov. 13. The witnesses said the pickup had a white driver’s side door, which the sheriff’s department says matches a description of Eastep’s vehicle.

"We had suspicions of who it was and we had finally gotten a tip that confirmed that seen his truck there on the scene where she was murdered at," said Howell County Sheriff Mike Shannon.

Investigators say Eastep is dating Becki Dillard’s mother-in-law, Debra Dillard, and lives at their home. Officers interviewed Debra Dillard last Friday. They say she told them that Eastep told her he followed Becki Dillard down Highway FF from their home and pulled her over.

Debra Dillard told the officers that Eastep told her that he had a brief conversation with Becki Dillard and, when she was walking away, he shot her in the back of the head. After she fell to the ground, Debra Dillard told officers, Eastep said he shot her one more time.

"We're not sure at this time what the motive is," said Shannon.

Debra Dillard told KY3 News over the phone that she had asked Eastep to move out of the house the Monday before Becki was killed.

When asked about the relationship between Becki and Billy, she said they never did get along, and that he didn't get along with any of her kids.

The sheriff says he was familiar with Eastep because of past domestic cases.

Eastep is in the Howell County jail in lieu of a $1 million bond. He could face a life prison sentence or a death penalty if he’s convicted.
