    SPRINGFIELD, Mo. -- The Federal Aviation Administration&nbsp;requires anyone flying a drone to go through an approval process. For public agencies, it&rsquo;s something called a<a title="FAA information on COA" href="http://www.faa.gov/about/office_org/headquarters_offices/ato/service_units/systemops/aaim/organizations/uas/coa/"> &ldquo;Certificate of Waiver of Authorization to operate Unmanned Aircraft Systems (UAS)&rdquo;</a>in the United States. A UAS or drone is defined by the FAA as, &ldquo;the unmanned aircraft (UA) and all of the associated support equipment, control station, data links, telemetry, communications and navigation equipment, etc., necessary to operate the unmanned aircraft.&rdquo;
