  1. Will Dodd-Frank save (or stifle) capitalism?

WASHINGTON -- It's been five years since the onset of the financial crisis -- the rescue of Bear Stearns in March 2008 -- and we still don't know whether the financial system is safe. In a recent speech, Daniel Tarullo, the Federal Reserve's point man on regulation, contended that substantial, though incomplete, progress has been made. As an example, he cited the doubling of equity capital for the 18 largest bank holding companies from $393 billion in late 2008 to $792 billion at the end of 2012. Equity capital is shareholders' money; it acts as a buffer against losses. Interestingly, JPMorgan Chase's well-publicized $6 billion loss by the trader nicknamed the "London Whale" confirms the point. Despite the loss's size, it never threatened a panic or overall financial stability.

  3. Kass: A Senate battle between a libertarian whippersnapper, crotchety establishment

Republican Sen. John McCain is pushing 80 now, but he still has those jaws and the Teddy Roosevelt teeth that look as if they could chomp through a baseball bat.

  7. A health plan prescribed by 'Doc' Bowen

Instead of Obamacare, still so contentious and with all the pieces not yet in place, we could have had Bowencare, with the key piece put in place on July 1, 1988, by Ronald Reagan.
Instead of Obamacare, still so contentious and with all the pieces not yet in place, we could have had Bowencare, with the key piece put in place on July 1, 1988, by Ronald Reagan. It would be named for Dr. Otis R. Bowen, about whom there were many...

  9. McManus: Mother knows best

There are two things you can do for your mother on Mother's Day. One is to say "thank you." (Over lunch, with flowers.) The other is to ask her for advice — even if she's not convinced you really want it.

  11. The NRA doesn't deserve my sympathy, or yours

Usually when a senator suffers a big public defeat, he slinks off to lick his wounds. He rarely retwists the arms that didn't bend his way. Colleagues don't like to be seen switching. Were they horribly mistaken the first time? Don't know what they...

  17. Facing facts on illegal immigration

If rain is pouring and you don't want to get wet, you have a few choices. You can stay inside. You can put on a raincoat, grab an umbrella and brave the torrent. Or you can step outside and demand that it stop.

  19. McManus: Obama's plan to avoid lame-duckery

For the last two months, President Obama has been mired in Washington's inside game, caught up in backroom congressional politics as he tried unsuccessfully to pass a bill on gun control and nudge Republican senators toward compromise on the budget. But...
