    The 1,400 members of the Boy Scouts of America’s National Council were scheduled to vote at 6 pm Thursday on whether to drop the organization’s 1978 ban on gay scouts. That ban was upheld as constitutional by the U.S. Supreme Court in 2000. But four months ago, the organization raised the possibility of accepting gay scouts. Public attitudes on homosexuality have changed significantly since 1978, with 11 states now allowing same-sex marriages. Should the Scouts reverse its policy?     The Senate Judiciary Committee voted Tuesday to send the bipartisan immigration bill — more formally known as the Border Security, Economic Opportunity and Immigration Modernizing Act — to the full Senate. The 800-plus page bill is by far the most ambitious attempt to overhaul the nation's immigration system in nearly three decades. The version that will reach the floor is, not surprisingly, imperfect, but the fact that it emerged from committee at all, and largely intact, is a testament to both political parties' willingness to compromise — a characteristic that has been in short supply in Washington for a long time.
