    "Have I ever got a house for you!" The call came a few months ago from Matt Knoepfle, co-owner with his brother, Mike Knoepfle, of the construction company Building Character LLC.     The vacant lot now known as Harbor Point sure is a beautiful piece of property. To its west lies the newly developed, thriving and beautiful Harbor East. To its east sits one of Baltimore's finest neighborhoods, Federal Hill. And to its south, that which Baltimore treasures most, our lovely harbor. It is sad that this 27-acre lot now lies empty and tarnished &mdash; as those who wish to develop it keep reminding us &mdash; by toxic waste and a lack of proper road access.   13. A better way for Ft. McHenry to handle the sequester

    Fort McHenry has a two-fold function. One, it's an historical landmark that is preserved by the National Park Service. Two, its a public park that offers open space with a great waterfront location. Those of us in the downtown, Federal Hill and Locust Point areas frequent the park, many on a daily basis, for walking, running, bicycling, picnics and respite from the concrete, paved world that we live in. Use of the park as a place for exercise without the danger of being run over by a bus is essential to the health of many city dwellers, many of whom work and can't get to the park before 6 p.m. most days.
