( Katie Perkowski | kperkowski@winchestersun.com / April 20, 2012 ) During the Clark County Agency for Substance Abuse Policy board meeting, Winchester Mayor Ed Burtner read a proclamation declaring April as Healthy Choices, Healthy Communities Prevent Underage Drinking Alcohol Awareness Month. Alcohol, he said, is a primary factor in the four leading causes of death for people ages 10-21, and adolescents use alcohol more than tobacco or illicit drugs.
