Hornets welcome mat

We discovered this small hornets nest built next to our front door around the 4th of July on an artificial flower arrangement. Since this picture was taken it appears the hornets are building a second layer over the existing layer. I've always heard the lower a hornets nest is built to the ground the milder the winter ahead will be. This nest is about 4 ft off the ground.
