City leaders in Joplin, Mo. voted against requiring masks worn inside businesses.

The Wednesday night discussion lasted four hours. It featured everyone from medical experts to residents. Many of the business owners spoke out against the ordinance.

The ordinance failed by one vote.

The Centers for Disease Control recently ranked the Joplin area as one of the nation's top hot spots for increasing COVID-19 cases.
